Open the Files app (iPhone) or Files / My Files (Android). Go to Downloads. Sort by size. PDFs from 2021, APKs, zip files, random images saved from the web — delete anything you do not recognize or no longer need.
You passed when you return to Settings → Storage and the available space is at least 10 GB more than your screenshot from step one. If it is less, revisit the biggest remaining category and repeat.
