Any water deeper than shin-height on the child: jacket on, buckled, before you open the tackle. It is not negotiable and it is not punishment. Frame it as gear — like a helmet on a bike. A kid who falls off a dock goes under before you put down the rod.
Check the jacket fits snug. Lift by the shoulders — if it rides up past the chin, it is too big. Borrow or buy the right size.
